Referring to my Despatch No. 284 of the 12th.
“
of August and to your telegraphic reply of the 8th. of September, I desire now to recommend that no rent should be charged for the quarters referred to and that the rental now charged for the quarters shewn in the enclosure hereto may be remitted as from the 1st. of January, 1913.

Rent for the quarters last referred to were imposed in pursuance of the principle laid down in the enclosure to Mr. Chamberlain's Despatch No. 5 of the 3rd. of January, 1902, 30809
but as the quarters really come within the scope of the exception indicated in that document I submit that the rentals have been wrongly imposed.

The Sanitary Inspectors who are stationed at the Disinfecting Stations are obliged to live there for the special purpose of being on the spot to attend to their special duties. The same can be said of one of the Inspectors who reside at the Western Market. Part of his duties are to supervise this and the Central Market and the quarters were built for the special purpose of having a responsible officer on the spot.
At present he shares the quarters with another Inspector whose duty is in the immediate neighbourhood and whose presence on the spot is very desirable if not absolutely necessary.
